Most Russian physicians (52.8%) support the suspension of ICD-11 implementation in the country, according to a survey conducted by the RNC Pharma analyst company and the Medvestnik platform for doctors. In particular, 34.4% fully support the suspension, believing that a number of ICD-11 sections promote the LGBT agenda and contradict medical science. Another 18.4%, while saying that the suspension of ICD-11 in its current form may be appropriate, believe that the implementation can be resumed provided that the controversial sections are excluded.

However, most study participants (45.6%) are concerned that the new system will not be able to change the established order in the industry, since “certain managers will still have tools for underestimating personnel costs.” Those who chose to give their own answer say that health care facilities often have an unreasonably high percentage of non-medical employees performing various bureaucratic procedures (methodologists, economists, organizers, etc.).

Only 1.9% of the specialists do no follow the news about the remuneration system. They either have a high-paying job or are planning to change jobs. Interestingly, there were no statistically significant differences by age, gender, or geography; the doctors were unanimous regarding the issues of remuneration.
